Ms. Heller has over 25 years of experience in business and competitive analysis in the telecom and technology marketplace. She has worked at the International Bureau of the FCC and MCI Communications. She advises private sector, Governments, and multilateral organizations on telecom, e-government, e-commerce and regulatory projects involving technology. She has worked on several rural connectivity projects, ICT, telecom liberalization projects, and participated and/or organized in workshops on competition policy, liberalization, next generation technology, (particularly Voice-over-IP), and broadband policy issues for regulators in the US, Africa, Middle East, Asia and Latin America. Her areas of expertise include; regulatory policy; technology strategies; ICT policy strategies; e-government strategies; regulatory capacity building and advising regulators and operators in developing countries, Universal Service, and Rural Connectivity issues. Ms. Heller advised American and international entities on an e-government project. She recently developed and created a national telecom policy and strategy document for several Asian governments. She has a Masters of Public Administration from Columbia University where she focused in International Development.
